According to sub-section (1) of section 3, if the election is held before the end of the tenure of the village assembly or city assembly, it will be considered that the newly elected member is elected on the day after the end of the term of the member who was in place at the time of the election. But in the case of the first election held after the commencement of this Act, the newly elected member shall be deemed to have been elected on the seventh day of the election date specified in accordance with sub-section (1) of section 4.
